Another Niota commissioner decides to quit

NIOTA - Niota moved one step closer to an all-appointed board on Monday with the resignation of Water Commissioner Brenda Rutledge. Mayor Cecil Black read a letter in which Rutledge, who was elected in 2008, asked the board to accept her resignation.
